About the PCC
(The Origins of the Placerita Canyon Corporation)
In 1992 the City of Santa Clarita ceased providing any type of road maintenance under the justification that it had never accepted dedication of Placerita Canyon Road (as is still the case with many other roads within the City). Regularly over ten thousand vehicles a day continued to through our Canyon (mostly transient traffic). Many of these vehicles encountered increasingly unsafe conditions, particularly when large, deep potholes opened up, which at times were camouflaged by flooding. Responding to the ever increasingly unsafe conditions, many of the impacted property owners then joined together in a lawsuit seeking a court determination as to whether or not the road was private or public. The City of Santa Clarita, Los Angeles County, the State of California, and any other entities/persons had an opportunity to step forward to accept responsibility for the liability and maintenance of Placerita Canyon Road, but all declined to do so.
In March 1995 the Court entered judgment that Placerita Canyon Road, generally between Placerita Baptist Church (*as it was referred to at the time) and the east gate (“PCC Roadway”), is the responsibility of the private property owners. Having studied several options prior to the judgment, the majority of Canyon property owners at the time decided to create a mechanism to address maintenance issues and to reduce liability, thus the Placerita Canyon Corporation (“PCC”) was created. A vast majority of the residential owners of the PCC Roadway granted easements conveying the road right-of-way to the Placerita Canyon Corporation for operational purposes. Later in 1995 PCC built the gate mechanism, posted reduced speed limits, re-established road maintenance measures on the private portion of Placerita Canyon Road, etc.
This remains a work in progress performed by PCC board members, who volunteer as stewards of our roadway and community. PCC board members do not receive any monetary payment, salary, stipend, wage, or bonus in their volunteer roles. The PCC is not a political or lobbying organization and exists for the purposes of maintaining and preserving the PCC Roadway and gate equipment. The PCC administers Gate Cards for property owners and residents of properties within the PCC Boundary Map Area. Annual fees for each gate card are used to fund maintenance and improvements. The PCC is registered with the Secretary of State as a California Nonprofit Corporation.
